Concrete pros: will never rot, easy to keep clean
Concrete cons: poor drainage, hard on legs/back if you have to stand on it for long periods, could be expensive. And, if you built a garden bench and all four legs are't EXACTLY the same length (hypothetically, of course!), it will be tippy.
Gravel pros: excellent drainage, much cheaper than concrete, easier to stand on for long periods, never needs replacing (like sawdust or bark), easy to clean
Gravel cons: some people might not like the "look" of it

I agree with everything Jason said except that I would not list gravel as "easy to clean" compared to concrete. I have a gravel floor and find that extra care must be taken not to drop anything like mulch, weeds or other material. With a concrete floor you can just sweep or hose it. On gravel you can't.
There are other flooring options besides concrete and gravel. Pavers can add a nice look, drains better than concrete and cleans just as easy.
