Black-eyed Susans are suspectible to a leaf spot fungus that causes the leaves to turn brown/black and fall off. You might want to increase air circulation around the plant and stop overhead watering. Doing this and treating the infected plant with a fungicide or copper dust usually works great at stopping leaf spot.
